Yes, you can combine purchases. You pay only for the actual weight of the entire package plus .25 for handling, there are no additional handling fees for extra items.
The eBay Buyer Protection Plan requires the seller to provide a complete refund of any items lost or damaged in the mail, therefore insurance is added to each item over to cover these losses.
